Buy tulle and tie it around the backs and tie a bow. Some florists have it available and will rent it.

Thought -how about some of those little umbrellas that come in a good hawaiian drink, stuck in your little buckets. Gosh I have even seen little aderondack chairs that would be cute to set by.

On your chairs -I think buying fabric to cover them would be a lot of money and a lot of work. Is the price difference real big
between the VFW chairs and a party rental place to buy white chairs? I 'm sure it is. Have you thought about any other place that might be willing to rent/borrow you chairs of a different color? Maybe a church or a school? Another community center? They are places always looking for an extra dollar.
And then The ultimate quick fix cure. Rent folding chairs covers. Less work on you than making anything. I would stay away from bows. Any kind of ribbon will be a BIG expense.
Keep racking your brain about who may have those chairs!
How about where one of your friends work? Even a hospital
always has tons of chairs for their various meetings/seminars.
Library? Maybe call the chamber of commerce. You got to think outside the box on this one.
Don't be afraid to ask.
Where are you getting the table covers from? Can they help?
You know the more I think about it, if your lighting is right (not super bright) and your table cloths are long enough, I bet no one would think twice about your chairs. They will be looking at you and the centerpieces!! I am serious. If it doesn't work out where you can beg or borrow, I would stop obsessing about it. People aren't coming for the chairs!
p.s. -You could easily make sand candles yourself.
Best wishes, sounds like you are really pullling off a great wedding and no one will be the wiser to your budget!
p.s.s. a trick that so many resturaunts use to add ambiance,
little white lights, like you may put up on your Christmas tree.
Should any place in the hall need a little extra pizazz. I have seen them used wrapped around the railing along the stairway going into the entrance of our local VFW hall. Makes it easy to find for your guests too.

Depending on how many chairs you have to cover, it may be hard to keep the expense down, but consider making "slip covers" for the chairs. You can do this with a no-sew method and get inexpensive cotton fabric in one of your wedding colors or use white cotton fabric which is usually pretty cheap..you'd have to have someone with sewing experience help you measure to see how much fabric you'd need to cover one chair. 1-1 1/2 yds may do one chair...cut square pieces and drape them over the chair in the shape of a diamond (points out to the side, top and bottom) and tie the sides in a pretty knot or bow behind the back of the chair. You might consider doing just the chairs for the bridal party in the fabric covers and adding decorative touches and whimsical centerpieces to the other tables to draw the attention away from the chairs...since they are brown and y our going with the seashore them...they may blend in better than you would think. Some ideas for centerpieces: "messege in a bottle"...type out a special poem or saying or personal messege and print out enough copies for all the tables...print on a pretty aqua or blue paper and roll up and put in a bottle...you can have family and friends save bottle water bottles for you and tie a pieces of twine around the neck of it..put a little sand in the bottom. You can also set sea shells in the center of the table. Do you have any creative friends...have someone make a sandcastle for you to set on one of the main tables...they will have to do this by bringing in the sand and building in on site....would be some work, but would not cost a lot! Sounds very pretty and unique!!

I had a similar dilemma for my wedding coming up in September. I found a fantastic and very cheap way to make chair covers on the Michael's website. You cut long strips of fabric in a rectangle shape, like a long skinny beach towel. You drape the strip of fabric over the back and front of the chair, and then use safety pins to pin it together from front to back at the seat, and a coordinating ribbon to hide the saftey pins. I tried it and it looked lovely! I also searched online and found places that sell fabric by the bolt for about $200 for 150 yards of material.

I honestly think that your best bet would be to rent some table covers. I know of no other way to make them look nice. I've seen people do just the bow or just the ribbon, but in your case you want to cover the entire chair and the only way would be chair covers. If you can afford it, go for it.

You could wrap the backs Of the chairs with lei's and then a grass skirt on the sit part. Does that make sense? I picturing it but it's hard to think if it will stay. You could also play with a huge plastic or cloth to make a slip cover for the chairs. With a flowers on them.
Hope this helps

I'm with you on a cheap wedding and you and your fiancee paying for everything. We are going to Vegas rather than having a big wedding. I also got a VFW hall. My suggestion to you is buy (or make) cream colored bows to place on the back of them. This will give the illusion of beach colors. If you wish to add color to the bow, go easy on it. Like too much blue will make everything clash. Good luck!
