We have already tried the non slip pads as well as 2 way tape. The movement will even cause a couch placed on the area rug to move. We are reluctant to use nails as we don't really want to cut either of thr rugs.

Got a tip some time ago for same problem.
Applied clear silicone caulk to underside of small jute backed area rug .
Ran a " broken " bead around perimeter & criscrossed in the center area.
Flattened bead w/ finger to get rid of ridges & lumps.
Replaced rug after silicone was completely dry.
Does not glue the rug down , just gives the backing a little grip.
Cheap & worth a try.

Depending on the material of the two rugs you can use nails. most rugs are woven and have a waffle backing, therefore you can get a nail through the back without ruining either rug. Make sure nail head is big enough it doesn't go through top rug.

Home Depot and Lowes sell velcro kits. They can be cut to suit your needs. Stick the ones with the little hooks on the area rug in all four corners and one in the middle and the fuzzy stuff to the carpeting to match with the area rug.

attach some double stick tape that doesnt come apart to the back of the top rug, or you can attach velcro "hooks" to the area rug and hopefully that will hold it in place.

You could also call home depot's carpet department and see if they could recommend anything if no one on here can help you. Or maybe just place something heavy on the places where it tends to move. Good luck!
