However, did he not sub-let Hell to Satan? I think Satan should be prosecuted first and, if restitution is not made from Satan, then God should be fined.

At the very least, God should be held liable for improvements to the property (Hell) if Satan refuses to make them himself.

This is a pure and simple property and services management issue.
