It's against the law for solicitors to call you if you're on the National Do Not Call List UNLESS, you've done business with the company or one of its subsidiaries within the past year, then they may still call you for about one year or until you personally request to them to stop calling you.
"A telemarketer or seller may call a consumer with whom it has an established business relationship for up to 18 months after the consumer's last purchase, delivery, or payment - even if the consumer's number is on the National Do Not Call Registry. In addition, a company may call a consumer for up to three months after the consumer makes an inquiry or submits an application to the company. And if a consumer has given a company written permission, the company may call even if the consumer's number is on the National Do Not Call Registry.
One caveat: if a consumer asks a company not to call, the company may not call, even if there is an established business relationship."
After that, go to donotcall.gov and click the link that says "File A Compliant", they're fair game for being sued after that and fines as stiff as a few thousand dollars will make them back off quickly.
It is VERY IMPORTANT to note that you must've been registered for at least 31 days before you may file a compliant (to be fair to the companies and give them enough time to remove you from their calling lists). Also, charities, political organizations and survey conductors are IMMUNE to this law and may call you anyways.
"The National Do Not Call Registry does not limit calls by political organizations, charities, or telephone surveyors."
If these people are bothering you, you're out of luck.

Some systems will have block that you can put numbers into. Many phones give yu the number calling. put all them in the block list and after a while things will slow down.
It is so cheap to use a phone now the call might come from half way around the globe just to annoy you.

Answer some of the calls, cut them off immediately and demand they put you on their own Do Not Call lists. If they continue to call you, threaten to sue them for harrassment. They will stop pretty quickly then. Believe me, I've done it before.
