The first thing that I would do is to look in the machine's instruction manual and on the box. Multi region capability is normally something that they boast about.
If there's no information in the book then Google your exact make and model of DVD player for region code. You might be lucky and get the instructions to 'open up' the coding. It's normally just a sequence of keys on the remote.
Your PC DVD player will almost certainly be capable of playing discs from various regions. They do not normally play multi region by default, it will be set at the factory for the region that it's sold in. You will have to configure it for the region of disc that you want to play.
The DVD Drive driver software will give the instructions and set up fields for you to do this. Try the Help file or read the manual.
BEWARE - If your PC DVD drive is one of the mainstream manufacturer's ones then usually it will only allow you to change regions a limited number of times (typically 5) then it will be permanently set to whatever the last region was. The instructions will explain this.
Good luck and blame the greedy fat cats in Hollywood for this ridiculous regional coding scam.

The hacks are put there by the manufacturers, so yes they are legal in Britain. Most DVD players sold in the U.K. these days are multi-region from new anyway and are therefore sold "ready hacked". All the DVD players I've bought (from high street stores) have been multi-region from new. Most Blu-Ray players are multi-region for DVDs (like my Sony), but only one or two are also multi-region for Blu-Ray discs.

Ask from where you bought it or check the DVD box, or you can also search your DVD name on google and check.
Your PC can definitely do the job, but you will need to download a videoplayer that reads all regions (VLC Media player)...
Your DVD player on your PC (by its own) can read only one region, however, you can change that region to whatever you want, but that will only work once.
The best options would be to buy a region free DVD or to download VLC Media player.

put your exact model number into google and see if it is multi region already. some DVD players that are labelled as single region are actually multi region already.
