you have several options. all of them require a masonry drill bit to make the hole. then there are plastic anchors that you just push into the hole to receive an ordinary screw. then there are tap-con screws that are double threaded and hardened, that screw into the concrete without any additional anchors. or there are lead anchors with lag screws for larger holes and heavier applications. and for really serious holding power, there's two part epoxy anchoring systems.

It all depends on the type of mix that was used, how hard it is, and how thick it is. If you can get a rotary hammer drill using SDS bits, you can do that. You can either design it for lead anchors, or if you want to use teh Tapcons (blue screws), you can use those. Don't use a cheap hammer drill, you should use a rotary hammer - Bosch, Milwaukee, etc. When you use a hammer drill, put no pressure on it. It depends on a piston movement, and if you put pressrue on it, the piston will be compressed and it will not work properly. I recommend Bosch, the Bosch Bulldog Drill which takes the SDS bits.

You actually need a special cement drillbit, to drill a hole into cement, then put your screw in.
