You said the kids wanted to switch rooms and buddies but did not let us know who wanted to be buddies with whom!
Don't know if this will work - but here's a try:
Can the attic be split into 2 areas? Leslie-17 & Jason-19
Then by age and gender:
Bridget-15, Jaymee-14
Emma-11, Sylvee-9
Madelyn-7, Jayden-7, Zoe-2
Derek-16, Zachary-12 (or Kyle-12)
Kyle-12, Jacob-10 (or Zachary-12)
Micah-8, Shayne-8, Joshua-6
Jonah-3, Noah-10 mo

You may want to consider giving the 17 and 19 year olds their own room each. They will have different needs depending on whether they are in college or working, and at that age, require some privacy. You may want to consider splitting the attic space for them.
Next put the 14+15 year old girls in one room together, and ditto for the 12-16 yr old boys. The 6 & 8 yr old boys should share another room. The 7, 9 & 11 year old girls another.
The 2 & 3 year old boys and girls can share a room together, as they don't really need to be sexually separated until later, and by then hopefully some of the older kids would have been moved out. The 10 month old gets the smallest room as a nursery. (You really don't want an infant in with the boistrous toddlers, you'd never get any sleep)
It will get tougher if you try to put teens in with pre-teens. Teens need some privacy and space to nurture independence. And having a pre-teen little bro or sis around means you have none of that. The 16 year old boy is a particular problem, if you have to put him in with the 12 year old brothers, unless the 19 year old brother is willing to share space with him.

Well I would say for now try to allow the 3 oldest to have their own rooms. And the 3 youngest share a room. They are young enough to share a room even if it's boy girl. so here it goes. Attic-Jason, #1 Zoe, Jonah, Noah,#2-Bridget, Jaymee, Emma #3-Sylvee, Madelyn, Jayden, #4 Micha, Shayne, Joshua, #5 Jacob, Kyle, Zachary, #6- Leslie #7 Derek. Hope this helps.

Well in my house all babies 1 yr and under sleep in my room, so Noah would be with me.
As for the rest I would do,
Leslie, Bridget, Jamie
Emma, Sylvee, Madelyn, Jaden
Jason,
Derek, Zachary, Kyle
Jacob, Micah, Shayne,Joshua
Jonah Zoe and when Noah turns one he goes here too.
Turn one room into a big walk in closet for the entire family.
Turn the attic into a big playroom for all the kids, little sitting room off to one side and little "preschool corner at another side. All toys stay in attic and the kids bedrooms are just for sleeping.
When Zoe turns 5 she would leave the boys room that I placed her in and the ages on the girls side would all be bumped up a room. Oldest boy would most likely be out of home or off to college, so oldest girl got room to self then.
But that is just me.

I think you as the parents should assign buddies.
Then write the names on slips of paper (buddies on the same paper) and draw from a hat to assign rooms.
If there are special needs or personalities that are incompatible to share a room, assign those children a room before conducting the lottery drawing.

With this many I would make the attic a kids hang out place!!
