what is the reason they are turning him down? They should tell you. Is he 5'1" & weighs 380, with diabetes, high blood pressure, had a stroke & cancer & bed ridden? Not trying to make light of your delema, but they should give you info on why they are turning him down. It will help us be able to better advise you.
If it is a universal issue that no one will underwrite, like if he has AIDS or diagnosed terminal with something, it wont really matter where you go. You will be turned down again. Try to give us a brief description of him & health & what the companies are saying WHY they wont issue coverage.

Contact a local life insurance agent and give them the information on his health. Include everything as to why he was denied. They can contact their underwriting department to find out if they would be able to write coverage or not.

He needs to go to an INDEPENDENT agent, that represents a BUNCH of companies. He'll be rated, if he's been declined - and depneding on the declination reasons, it could be EXTREMELY expensive, but he should be able to get a quote.
