How to apply scholarship from university of westen country?

I am an Chinese, I have heard that people can apply for scholarship from a west country.Maybe it is not true.Somebody give me an answer.

It's pretty doubtful that any country besides your own will give you a scholarship. I'm an American and I applied to Trinity College in Ireland in February, but they let me know ahead of time that they would not offer me any grants or scholarships. The case may be different for you if you are applying to a western school full-time. Otherwise, sorry, I've never heard of such a thing.
