My neighbors are very noisy. They apparently think it is ok for them to listen to loud music from 4-6 am in the morning. The music is so loud that even when I put on a pair of earplugs I can still hear this music. With that at about 5:30 am they turn their tv on loudly. What can I do to stop this from happening?

Before calling the police I would go over and speak with the neighbors. Not at 5:30am mind you but sometime after work and have a discussion about the noise level. It may be that they do not realize that they are being loud and when you point it out to them they will change their habits. If that does not work (give it a few days) then you can call the police and file a complaint.
Additionally you may want to check on insulation tricks for the walls in order to block out some of the noise or even call in a professional to insulate your walls so that you are less likely to hear the noise.
If all of those things do not work you can always move (but this is extreme and would of course be a last resort).

Most towns and cities have ordinances that prohibit loud music or noises during certain hours.

Try talking to them or leaving them a nicely worded note. If that does not work, call management or your landlord, explain the situation to them. Let them handle it then. If that doesn't work, then your last resort is the police, which can make for a very uncomfortable situation.

Good luck ... been there, I know how this is. It stinks.

I had this same problem. The easiest solution is to call the police. Let the police take any resentment or retaliation that may result if they are lowlifes.
My problem lasted for 3 nights with the police being called several times. Finally, my roommate and a neighbor shut off their power, and removed all their breakers from the breaker box. They left them in a box on the doorstep the next morning, with a note that read "thanks for letting us sleep". Never had a problem again. I don't necessarily advocate this, but I thought it was funny all the same.

They might not realise that you can hear.
Step #1 - Go over and speak with them. Be very polite. Tell them the music is really loud and you can't sleep.
Step #2 - If that doesn't work... you'll have to call the police.

You know what they say, "you can pick your friends but you can't pick your neighbors." I feel so sorry for you. Talk to your neighbors about this and if they won't stop talk to the landlord. If that doesn't help then move but you might get worse neighbors than you have now. The only perfect solution is move to the country and I am assuming that isn't a possibility for you or you already would have moved. LOL

Have you tried to talk to them? Maybe they don't realize how much they are bothering you...
If a friendly talk doesn't do the work I'd say, go to the police, there are laws against it...
And if they keep doing it after the police...give them a taste of there own medicine...find out when they normally are asleep (obviously not from 4 till 6) and then put on the loudest music you can find! Maybe that will change their minds...

Call the police. Their should be a city ordinance against the noise and you actually do not have to put up with it. They seem to show no respect for you or any of your other neighbors. So I would not even take a second to hesitate. Good luck to you.

if you live in a complex or community, call the management office, as they are likely breaking their lease or rental agreement. They'll get a warning, and could be evicted if they don't comply. If they, and you, live in a private dwellling, do the police routine, and they could possibly be ticketed. If they seem to be approachable, I suppose you could talk to them about it, since they could be oblvious to how sounds travel, but likely they just don't give a damn.

Go talk to them first and explain to them how annoyed you are by their disrespect. If they continue to do what they do then talk to other neighbours and meet with your noisy neighbours again. If they keep on doing it then call the police.
