Unfortunately the answer is NO! Either the principal applicant has to change to a L1 status so that you can apply for L2 and work what ever job you want(even a 7-11). or find yourself an employer who can hire you on h1b.

Since an H4 is not allowed to work, it doesn't matter where you aren't working. No, you can't work from home, either.

Not doing anything that would constitute "paid employment" within the IRS guidelines. They can work for an off-shore company and be paid off shore.

I think you are missing the point here. Of course you can. It's called outsourcing. But why would you want to pay US, State & Local taxes?
