Many photos come out blurred not because the lens wasn't focussed correctly but because the camera moved a little whilst the shutter was open. The less light there is, the longer the shutter must be open, so the more likely that the camera will move in your hands. This is sometimes referred to as "camera shake".
Using a tripod ensures that the camera will remain relatively still. Some people get relatively poor results even with this method and this is usually because of the quality of the tripod. A heavy duty tripod will give best results although they can be heavy and awkward to carry. Also using a cable shutter release or a remote control will help to make sure you don't bump the camera on the tripod in critical situations. Some fanatics with SLRs even use a technique called shutter delay. This is where the viewfinder mirror reflexes up out of the way ready for the shot, but then the camera waits for 1/2 a second or so before taking the shot, so the camera has time to "settle" after the mirror reflex.

It is to help steady the camera at a set height and level.
You can use it when you want to be in the group picture, set the camera up, set the timer and run for your spot.
The tripod is generally big and bulky and that is probably why you don't see a lot of them in public.
