Could also be broken blood vessels that are under your skin and nothing to worry about. See if they go away in a week or so. I've had that happen to me before and that is what my mom said they were. :-)

Friction caused by walking and wearing pants! As you walk and move aboput your pants especially denim, rub against your your skin and taht will cuase hair to on your body to break or "grind" away. Same effect as VEET hair removal products where hair dissolves. But with continous wearing (friction) of these materials will cause hair around upper legs to stay short or grow in. It may even cause irritation of cuticle from wich the hair grow that might cause spots. Try baggy, loose-fitting clothes.

Do they itch? Are they mosquito/insect bites? Could it be ringworm (a.k.a. athlete's foot, jock itch)? Ingrown hairs?
