The amount of time it takes for a refund is dependent on how you filed your return. A paper return can take up to 7 weeks. Most e-file methods are 2 to 3 weeks. You can check the IRS web shown below. It may be that the IRS has it and they are going to keep the refund. If you had your return prepared by one of the tax prep. stores like H&R Block they have a collection system for back fees and loan interest. It does not matter which store you went to if you owe any of them they hold your refund if it passes through them.
