All purpose flour is best for doughnuts. Sometimes I've used cake flour, but I wouldn't use anything "heartier" than all purpose.

In the past I made from 300 to 500 dozen dough nuts a day and I always used hard wheat flour.Dough nuts are more like bread than pastry. What makes them light and tender is the shortening and eggs the higher volum of sugar also helps. I want to laugh when I see a recipe that calls for 2 or 3 cups of flour and only 2 eggs in a dough nut
recipe. Eggs also keeps the dough nuts from exsorbing oil while frying. If you have to use all purpose flour it will work but I suggest you use an extra egg for each two cups of flour that you use.
Try both kind of flour and see the differance

All purpose flour, cake flour or even sponge flour, is the best because doughnuts are a product that you want it to be soft and light and doesn't rise too much. Don't use bread flour, because this contains an added amount of baking powder, hence the name strong flour, to make bread rise, and that will make your doughnuts hard and tough instead of soft and light.

Hi! You can magically turn your plain (regular) flour into self-raising flour by adding 1tsp of baking powder per cup of flour. Don't stress if you don't have baking powder; most people don't realise that baking powder is just a mix of bi-carbonate of soda and cream of tartar! So... if you have bi-carb soda at home, it will still work out using just that. The same ratio still applies, which would make your recipe look like this: 2 cups plain flour 2 tsp baking powder/bi-carb soda 1/4 cup of sugar 1/2 cup of milk 1 1/3 cup of oil 1 egg 1 teaspoon of vanilla extract 1/2 teaspoon of vanilla Your donuts will turn out light, fluffy and delicious! I would also suggest testing the recipe first, as with any batter. Drop a small amount into the hot oil before you start cooking all of them, and see how it tastes. If you want them to puff up more, add more baking powder. If they are not sweet enough, add more sugar. If they are too dense and doughy, add more milk til you get the right consistency. Sainsburys does a fine white flour for cakes and pastries. That is what I would use. I have never heard of using strong flour, that would make them tough I would have thought.
