It really isn't rule of thumb that 2 cats in the house hold have to be buddies. When your children are growing up don't they swat ( take punches) at each other ? 2 cats that don't like each other can live long lives in the same house quit happily actually. But as with anything,over time the aggressive cat usually learns to tolerate the others quit well.Cats are the most like people in attitude ( usually a bad one lol ) but they learn to except things for what they are and unlike humans they will enjoy there lives in spite of it..

He's probably been pummelled by other cats and if he was declawed he couldn't do anything. Perhaps it was the reason he was declawed?
Try kitty time out. Set up a small room like a laundry with litter food and water when you see him doing it, take him without a word and put him in there, leave him there for a while, he'll be fine. If you consistently do this, he should get the message.
Edited: I just had visions of him swatting a cat and the other cats laughing saying "ner ner that didn't hurt" lol

He sounds more like a Garfield than a Rocky.. lol.. he thinks he is asserting his stature as leader of the pack. Even though he is declawed, he has teeth and needs calm down or be euthanized as he isn't good adoption material, even if he is an only cat, they might get company that could get hurt and sue the owner.
Is he neutered? That may be the only answer but it is a great expense with no guarantee at this point. Good Luck on your maverick.!

Hey there...i'd take him in if i could...only i already have 3 cats, 2 dogs and a bird. He sounds as though he craves attention. I have a cat who chases her tail and runs up the wall, another who thinks he's a dog and the other loves to suck his own belly...so cute. Don't squirt him with water....get him a few toys...something to keep him occupied like a rubber ball with inserts for treats. I've actually trained my cats now. Except for the one who chases her tail...thats Kandii...she's always high on sugar...lol...But i have trained my cats. It wasn't difficult. Infact it was easier to train them than it was my mums dog. Mickey and Tigger both sit on command and are promptly rewarded with a treat. Those chocolate drops you buy for dogs are great for the cats. You just need to cut them up into small pieces. By swatting or smacking the other cats or anyone for that matter, he is simply craving attention. When he does this. turn your back to him. Let him work for your attention. Then when he has been good, praise him, turn and face him. I hope this helps.

I would get a small spray bottle and spritz the cat in the face with water everytime it starts to swat another cat. It will get the idea after awhile that it is being disciplined for this behavior.

Try pleasing him while the other cats are around. Possibly to get them purr around each other.
This may trigger a reaction that "Good things happen around this cat"
Unfortuantely punishing him may work but could be ultimately counter-productive. Force tolerance, might cause resentment.

Who's in control here, the cat or the humans? If the cat is unable to adapt to the situation you've put it in, then it needs to be let out of the house or else exterminated.
