Use a very good moisturizing lotion and use it OFTEN. You should also use something with a very high Vitamin E content. There are several Vitamin E oils in the beauty section.

When I get stupid enough to get get burned, I alternate between the lotion and the E-oil. I keep packing it on -- as soon as I see its all absorbed into the skin I reapply and wear loose clothing.

If it's bad I use pure aloe vera with a cooling ingredient like solarcaine. You really shouldn't ice because that worsens the assault on already tender skin. Use cold washclothes to cool your skin.
Your skin needs to breathe so whatever moisturizer you use, don't apply excessively. Banana Boat makes several excellent products to ease and heal sunburn and to also help it become a tan so you have something to show for the pain.
I am very fair and burn easily depsite efforts to prevent sunburn. I have tried all the "home remedies" and have found that the best remedy is to be kind and gentle to your skin.

Use Noxema to cool the skin, and make sure no clothing or people touch it for about an hour. Afterwards, rinse it off, let skin air dry, and put some ice in a ziplock bag, wrap it in a towel and keep the skin cool (not frozen). You'll feel much better.

I would recommend you to ask your dermatologist first. Anyway, you try exfoliating when you shower, to get rid of old skin first, and then use a moisturizing cream. Creams with aloe vera are very refreshing, and to accelerate the process of losing the sunburn try using a mascara with little amount of Glycolic Acid (just a little!). Also products with Rose Mosqueta are great to regenerate the skin. Good luck!
