Idle Air Control Valve.

This valve opens and closes an air port near the throttle body. The valve is controlled by the engine management computer to controll the engine idle speed.

This valve is either stuck closed or has failed. Possible wiring problem with the wires connecting it to the wiring harness..

Disconnect the battery. Remove the valve and clean the valve and port with carburetor cleaner. Re-install and reconnect the wiring harness. Reconnect the battery. You may need to replace the valve.

Occasionally this problem is also caused by the transmission torque converter clutch. This clutch locks the torque converter at highway speed. It is also controlled by the engine management computer. When this fails, it acts like you are trying to stop a manual transmission car without putting in the clutch. If this is the problem, bring it to a transmission shop.
