That "+" before a phone number means you have to add the prefix for international calls in use in your own Country, since that prefix may differs according to Countries; for instance, when calling outside from Italy, the UK an many others, you have to dial "00", while from the USA you must use "011".

39 is for Italy

By the way, I think the person that gave you that number made a little mistake: "0", the first number for every prefix or cellular phones, must be removed when calling from outside Italy (so, 0331 becames 331); you have to dial 0039331924244

00 00 is the international prefix used to dial somewhere outside of U.K..
39 39 is the international code used to dial to Italy.
06 06 is the local area or city code used to dial to Rome.

Notice that you are leaving off the 0 after the country code
