Used to live in holland and we would drive through belgium to get to luxembourg to buy cigarettes

Luxembourg, for sure! Then, Belgium (not bad). France is more expensive, but still a bit cheaper than the UK.

Belgium definitely.
But they are quite cheap in Germany and Switzerland as well. But forget about France. It's about 5 € a box of 20 cigs.

Every Belgian can tell you that we especially go to Luxembourg just to buy cigarettes... fuel is cheaper there to!
