He meaow's the whole time and doesn't stop, I have tried just about everything, from talking nicely to yelling and nothing works. Please help!!!!!

Cats talk or communicate with us by using body language and noises. Sometimes it's pretty easy to figure out what your cat wants, he or she will usually show you. Just get up and kitty will lead you to the problem area. For instance, you're on the computer reading this and out of nowhere comes your cat meowing as if there was no tomorrow, rubbing against your leg with its back arched. Get up and it will most likely take you to the kitchen. Your cat is telling you there is no food. "I am going to starve". In fact there may be food there, but not the food your cat feels is worthwhile to eat. Or the water is not fresh (cats do not like stale water). Once, while working on the computer, my cat came in and started meowing and running out of the room. She was going into my bathroom. She did this six or seven times, and finally I got up and followed her into the bathroom. There, to my surprise, was a candle still lit. I had forgotten to blow it out and wax was dripping everywhere. She got a fresh can of tuna cat food and I learned a good lesson. Listen to your cat.
A deep throated meow usually means your cat is hungry or thirsty. A yeowl sounds something like a cross between a loud meow and a cow. This usually means your sweet little kitty is about to enter its "Golden Hour", that hour your cat becomes the Tasmanian Devil and runs all over the place, knocking everything over and no standing thing or person is safe. It is the sound of restlessness. It also could mean your cat is lonely. Cats miss their owners when they are gone and often spend the time yeowling, the plea for someone to entertain kitty. (hint: the Kitty Show Video Toy).
Below are some other signs and what they may mean.

Body Language and Sounds Cats Make
Purring kitty is happy and content. Glad for your company.
Soft tiny meow your cat really wants attention and is a plea for sympathy, like maybe a spot on your lap.
Meow kitty is trying to get your attention.
Yeowling Lonely or restless. The Golden Hour is about to begin.
Upright Tail, normal posture A happy, nothing to worry about cat. Not a thing wrong.
Upright tail-arched back Cat is afraid or senses something is not right. Cat is exploring the situation.
Tail thumping hard and wildly Cat is very irritated and is angry. Stop whatever you are doing to it. Can also mean a cat really wants what it sees. Don't bother it.
Tail tip twitching Cat is becoming irritated. Last warning before the tail thump.
Tail between the legs Cat is frightened, does not feel comfortable with the surroundings. Kitty needs to be reassured.
Ears back-rock steady posture Kitty is unsure of what to do, what move to make. It is processing the information..
Ears back-body low to the ground Cat has done something it knows you will not like.
Slow, sneaky low to the ground crawl Cat is going after something, stalking its "victim", beware cat will start a full speed assault.
Laying down, starring and not moving Cat is waiting for the right moment to attack something.
Looking up at a piece of furniture Cat is about to claim it.
Sneezing and coughing, low to ground hairball attack. (see hairball)
Wide open eyes, staring Processing information. It hears something and is trying to figure it out.
pawing at paper wants to play or trying to figure out if it is a new litter box. Often cats will play with paper items. (see toys)
lying on your newspaper or book Cat feels comfortable. It feels it is complete control.
Rubbing on things with face kitty is marking the item as his/her property. This includes people. Cats leave their scent on these items.
Rubbing against your leg and purring. This means kitty has accepted you as a friend, or you have been forgiven for abandoning it.
Lying on back with stomach exposed Utmost trust, extremely comfortable with the surroundings. Very relaxed. Cats normally protect their stomach, a great deal of trust has been established.

NEUTER... another term is castration. In this surgery the doctor makes an incision in front of the scrotum and through that incision accesses each testicle. The fibrous coverings of the testicles are incised and each testicle is removed after securely ligating the blood vessels that attach to each testicle. The benefits of having a dog and cat neutered are well documented. And to simply do a vasectomy to render the male sterile would not alleviate the scent marking, desire to breed, territorial defense and other testosterone driven behaviors. Even in guard dogs and hunting dogs, many owners report improved behavior and manageability when the dog has been neutered.

Is he fixed? He maybe horny. Or he may just be very needy. Try getting him some toys or maybe get him a kitten friend. But sticking him outside or in a room wont help him nor will hitting him. He's just a cat and he wont understand that it would be like slapping a one year old because he cries.

It's either bored or feels that' is territory is not secure. Get it some toys with cat nip and spend at least 5 mins quality time with it a day. It will soon perk up.

The only people who say that something is only good when dead HAVE NO LIFE!!!

It's spring. He's male. If he's not neutered, then he wishes to find a girlfriend. Actually, he probably smells a female in heat and he "needs" to go out and mate. It will pass in about a week or so, unless you'd prefer to let him out so he can "take care of business."

If your cat hasn't been neutered it sounds like it's time, assuming it's a male. You did call it he. If it happens to be a female it is in heat. Wait until it stops yeowing and have her spade. Have patience.

your cat is meaowing because it needs something, i.e. food, water, milk, attention, etc....

Put him in a bathroom and close the door. So you can't hear him. or Put him outside.
