Ther is no direct and universal formula to correlate CO2 generated with Power consumed in the form of Electrical energy. Co2 generated depends on kinetic equation responsible for generation of Co2 in a given situation.
Accordingly the kinetic energy required for creating one mole of Co2 will decide how much electrical energy need to be supplied for Chemical reaction to occur and generate the Co2.
