Letter to council?

i have to write a letter to the council, explaining why i want to move into the house next door to my dad, it as to be convincing snd correctly worded, he as recently lost his wife and he is not in the best of health, i would like to be near him, could one of you people out there who can compose a good letter, please write one for me. thank you very much.

i forgot to say, i have a house and the house i want next to dad is currently empty, i have to put my request in writing, but i am finding it very hard

You answered your own question. Write exactly what you wrote, your dad is not in the best of health, etc. I think that would be perfect.
