When a positive print has light spots on it, is the debris on the negative or is it a result of debris from the film processor?

These light spots can be caused by several factors such as an overagitation and overconcentration of stop bath, but most of the time the culprit is dust in the camera, not on the lens but actually on the film plane where you load the film. Run some canned air through your camera to make sure there is no residual dust. As for the idea of spirit orbs, sounds like someone is reading the weekly world news too much. Orbs have been disproven over and over.

If the spots are white or light, then more than likely is a processing issue, not so much the negative processing, but probably during the printing. If the spots are dark, then something was on the lens or sensor.

Digital printers don't have as much of an issue with spots and lint. Usually the negatives are run through a digital scanner which de-spots automatically using some form of digital ice.

if you see on each of your negatives the same spot in the same position, it'll be your lens having dust or something on it.

Check your negative, can you see the spot? does it look "raised" from the negative? if so, it will probably be debris on the negative. if its "embedded", it would have been a hitch during processing

I usually have those in my pictures too if they are pink peach or white or somthign like there most likely spirit orbs know it sounds crazy but thats probably the biggest possibility

maybe the camera lens ,or the film developing, or even on the
print itself,.

could be the processor or it could simply be that your lens was not clean enough when you took the photos.
