I have just bought a VW beetle and there is only 2 seatbelts in the back. Is this standard?

If this car is a confertable this will be tottaly normal because you are only aloud 2 people sat in the back when the roof is down for some reason. I only know this as my mum had a peugeot cc and there was no middle seatbelt.

Yes.
The Beetle is a 4-seat car.
It has not been engineered for a centre rear passenger.
Carrying an additional passenger will contravene Construction and Use regulations (so you could be fined), and may invalidate your insurance.

Yes this is normal. There is not supposed to be a centre rear passenger.
