Firstly read the passage below from one baker of pizzas:
Everyone knows that the perfect crust is the basis for the perfect pizza. Ultimately, a good pizza results from the balanced union of a well-cooked crust and appropriately selected toppings. The crust can be thin and crisp, risen and light, or thick and chewy, depending on how the dough is handled. The toppings can range from a simple combination of coarse salt, fresh herbs, and olive oil, to a spicily sauced, sausage-studded, cheese-and-vegetable melange. Whatever style I choose to make, I want to be sure that the crust has good flavor and is fully cooked to a light crispiness -- not doughy in the middle or wet and pasty under the topping.
From the above passage you can see that depending on how the dough was prepared the crust comes out differently. At times if the crust is not fully baked it does not taste good and may give stomach upsets.

I usually eat the crust for the first couple slices, after that I leave the crust. Of course they now have crust with fillings so there's more incent to eat the crust.
Some people like the crust, I've seen friends pull the crust their slice and eat that first.

Let me skip my tirade by focusing on the question. 'They' usually don't eat the crust because it sucks, BUT if it sucks so does the muck on the crust. If the crust is bad COMPLAIN, knowing that the topping sludge is bad too.
(This rule holds for American pies, too!! If the crust is bad, don't eat the stuff on top!!)

The end crust is to filling. Why waste the tummy space on just dough when you could leave it behind and eat more of the good stuff.

The crust is harder and there's not topping there. it's usually like a handle for people to hold the pizza nicely.
