Anyways, its called shomer nogiah in Modern Orthodoxy. That's a made up term that means, "Guarding Touch." The actual halachic termenology is Hilchos Niddah, the "Laws of a menstruant."
All girls over 12 are assumed to be menstruants, and it is forbidden by Biblical law for a man to "draw close to a woman in her time of menstruation to lie with her," as the Bible says.
"Draw close," in Judaism is interpreted as doing anything that normally leads to sex between a man and woman. According to the shulchan aruch, even haezrah, this not only includeds touching, but winking, speaking friendly, and looking at their attractive garments.
And it's not Rabbis, it's all Orthodox Jewish men who won't shake hands. The exceptions are German Jews, Dutch Jews, and certain Hungarians called Unerlanders. They feel a handshake does not constitute anything but a greating, and since they are exchanged between strangers and even enemies, it is not forbidden.

I don't think you are relating it as it happened.
While there is indeed a rule to avoid such familiarity, the rabbi would have said something like, "I'm sorry, but we do not shake hands. But I am pleased to meet you and would be happy to answer any questions you may have."
Now that you are relaxed,isn't that closer to what the rabbi actually said?

In some religions the religious man can not touch a woman. It's a tradition, which means it's not entirly with nor without logic.

Archaic laws about touching another woman. Rabbi's are not allowed to do so. I think it's ridiculous, it says that men and women cannot control their sexual impulses. And jewish women certainly can.

anyways there is a practice among Orthodox Jews called Shomer neghiah. It states that a person should not physically touch a member of the opposite sex unless they are a close relative or a spouse.

If so, he was probably a clypotmaniac and was afraid that he was going to steal them from you and sell them for more money or something...
Either that, or women arent allowed to touch rabbi's.
