I really don't know this answer. If it's producing champions over the vast history of boxing I would say New York City.
The modern day fight capital of the world is Las Vegas (even though I'm not a gambler I have always enjoyed going to Vegas).

Buenos Aires is the boxing capital of the world, as far as popularity and fanaticism to the sport. Argentina had Carlos Monzon, Luis Firpo, Oscar Bonavena, Peralta, many more strong fighters. They are nuts about boxing over there.
