It's in reference to how people communicate with each other is all I know. I know what each word means in English. I just need to know the "deeper" or "emotional" meaning/reference. Thank you.

Literally, it means " Can you understand what I say?

Other meaning or connotation: it could be a sign of frustration or patience running out.

The exact meaning of the phrase is: "can you hear that i say?

But the french phrase is not complete, because if we say : Pouvez-vous entendre que je dis? ( dire quoi?)
can you hear that i say? ( say what?)
So the french phrase should be :((Pouvez-vous entendre que je dis que tu es bon? )) that means: can you hear that i say that you are good.
