Call the police, apparently you have some kind of evidence to back it up. But if you simply "think" there's a meth lab in your apt building, then gather evidence by logging your observations for a day or two before calling.

FYI: You will smell a really strong cat pee (ammonia) odor if a meth lab is present.
If so, then I would call the police ASAP.
And personally, I would skip contacting the apt. manager/landlord & just call the cops; the call can then be anonymous... and no one will ever know it was you who called.
