I live in Houston, as well.
Try calling HPD police first. I can see your hesitance in not knowing who to call, as our police department is not the most reliable or efficient of them all.
Manufacturing methamphetamines is a very SERIOUS crime, especially where we are from. If the police do not show up within a 24 hour period, call back and ask to speak to the Narcotics Division. Here in Houston we have a fairly large narcotics division of the police force - and rightfully so.
Explain the situation - and tell them you are seriously concerned for your safety and health. Be specific of your suspicions and get your point across clearly.
If this does not work out, try talking to the landlord and getting him involved in reporting this crime. That will get even the HPD officers to get up off their behinds and act.
Remember, meth labs are VERY dangerous - especially when operating in residential areas. If you think there is one in your very apartment building, then be extremely cautious as you wait for the authorities to act.
Also, it may be wise not to tell any of your neighbors that you were the one to make the call. Meth manufacturers are extremely dangerous and unstable individuals - mainly because they get high on the stuff alot. You don't know what they may do if they find out a neighbor just tried to put them out of business and get them locked up for a LONG time.
I wish you the best man, and I hope to see in the Houston Chronicle that another meth lab has been eradicated from our area.

Unless you have seen a hotline number posted somewhere, just call the police and tell them what you suspect and why. They will take it from there. Does Houston have a drug enforcement task force? Maybe you could ask to speak to someone there. Good Luck

Serach the internet and call the police to only find the tell-tale signs of a lab. You dont want to wrongly acuse someone. If you see white buckets and chemical smells call. Atleast videotape what you see, if your really concerned. Or you could let that other person test it.

Well the first people you should be calling is the Police. If there is one there you would be doing your civic duty. Be careful though don't get exposed to that stuff.

Call the police and ask to speak to the narcotics division or whoever handles illegal drugs.
Give them the basic facts and ask them to keep your name anonymous. If they ask you to sign a complaint do so under that condition.

don't do no good to tell the cops. That means they might get shot at God forbid. Do nothing, because you will just be spinning your wheels. I tried to take the officer's out to the place and they wouldn't do it. No reason to do this! I tell them squaw t anymore. it does no good.
