You already know you can't take more than 3oz per item so thats good. Reading through the TSA website they don't give a specific number of oz allowed per quart bag, it just says all the items must fit comfortably in the bag. So as long as you can zip it closed without it almost bursting, you will be fine.
I would recommend not bringing things you can buy at your destination so it leaves room for things you might not be able to buy there. That's what I'm doing anyway. You can buy toothpaste and shampoo anywhere but not my favorite lipgloss! lol

Everything you need to know about TSA regulations on traveling with liquids or gels can be found at this link. Commonly refereed to as the "3-1-1 rule".
"3-1-1 for carry-ons = 3 ounce bottle or less; 1 quart-sized, clear, plastic, zip-top bag; 1 bag per passenger placed in screening bin. One-quart bag per person limits the total liquid volume each traveler can bring. 3 oz. container size is a security measure."

You are allowed one, one quart ziploc bag. In that bag you can have a variety of things such as your medicines and mouthwash, toothpaste not to exceed 3oz. in any one item.
This also means that you cannot bring your almost empty toothpaste tube if it says 4oz. on the label.

you've gotten a extra physically powerful bottle than 3oz of the touch answer. you purely could save it out of the a million qt bag and declare it one after the other. it is all on the TSA internet site under the prohibited products checklist
