I heard this somewhere, is it true?

No. Guiness is a poter style beer that gets its distinct flavor from roasted barley which is unfermented. Guiness used to age a portion of its beer and then mix it with freshly brewed Guiness in order to create a lactic flavor. The biggest flavor in Guiness is roasted mollasses, although no mollasses is used.

While that is a rumor, it is entirely not true. The intense flavour of Guinness comes from the roasted barley, which is roasted similar to how a coffee bean is roasted. None of their varieties (i.e. Guinness Stout, Extra Stout, Extra Cold, Foreign Stout...) have any beef flavour or trace. It's a great beer!

Guinness is brewed like all other stouts with barley wheat ect.
The stout has the look and taste because it is the bottom of the barrel and it was sold to the poor Irish as it wasnt considered good enough for other people to srink, they got the better of the barrel. It just so happened that it became very popular and is now one of the most expensive drinks.
It is a stout though and has all the stout properties.

No, it tastes like burnt coffee with too much of a bitter aftertaste. I didn't detect any beef flavor. There are much better stouts available.

No, it's made with unmalted roasted barley and is heavily hopped to give a very bitter taste.
