If you have an internet phonce service like Vonage, you could call using the internet. But only phone calls go into a 911 center. You can't email them or text them with an emergency.

Not even cell phone? But there is no online serive for 911. There are some 911 service that let people send photo with cell phones, but no one takes 911 call through internet/web sites.

The whole point of 911 is to summon an immediate response. The internet is fast, but will never be as reliably immediate as the good old land-line telephone. It follows that an internet 911 service would serve no useful purpose.
