I've seen it in the video game Rainbow Six. There's no damaging explosion, just a flash to stun and disorient the intended target.Does anyone know how they are able to make such a thing?

Chemical reaction of magnesium and ammonia perchlorate I believe makes a really bright light to blind and stun someone.

Some of them use phospherous I think as well to make a superbright light. The cool thing about modern flash grenades as far as I know is that they are reusable because there is no real explosion, the outside canister bursts which is what makes the loud noise, but the internal mechanism stays intact and can be re-used.

All good answers by every one. All I can add is also the important fact that they are not only very effective, but they are not lethal. Comes in real handy in a hostage situation.
