Well . . . I'd definitely think she likes me. All of those would give me "ideas" . . . on the neck is the most suggestive, followed by lips then face. If he has absolutely no clue that you like him, he might be very confused if you kiss him. I think you should just ask him out instead, because it would be most effective. Or, if you're not up to that yet, just keep hanging out with him. If he likes you, he will want to hang out with you. One of you will have to take the initiative at some point though, and it might be you that has to do it. Good luck!

Neck gives me the most ideas. It screams "I want you."
An unexpected tongue kiss is gross.
A surprise peck on the lips is funny and cute but indicates more if you're younger. Older crowds wouldn't derive so many thoughts from a lips peck.
A kiss on the face is cute and harmless.

It would be strange and unexpected if it is on the lips then it would be more difficult to grasp the meaning behind it and it keeps me thinking and if I do not have a girl friend and if the girl is pretty that I would start talking with her and find out what she wants.
