He has to stay cool in order not to suffer from heat stroke.
Make sure that he is sheltered from the wind. he must have a dog house big enough for him to get up and turn around in. If you can;t arrange these conditions, just assign him a spot in the house to sleep.

he at least needs to have some shelter outside with him - a dog house i mean. you can either buy one from the store or make one yourself using wood. he needs to have a place he can go to escape the wind. and who knows, if it does rain a lot in the middle of the night you would have no idea and your dog would be out in the rain. just because he's not shivering doesn't mean he's not cold yet. don't wait until he's shivering to bring him inside or provide him with shelter.

well if it does rain and his blanket gets wet you are making him sleep on wetness which can make him sick. He needs a dog house or some shelter to cover him and keep his blanket from getting wet.
why do you have a dog if you keep it outside 24 hours a day? Sorry, I just could never do that.

If it is going to be 40 degrees celcius I believe that your dog should be inside with airconditioning as should you! in fahrenheit that is about 104 degrees... So i believe that it is not in the best intrest for your dog to be sleeping outside
