the way I remove any type of wallpaper or borders is to score the paper of the border so you have perforations and mix up a solution of fabric softener and luke warm water to fully wet the paper-border
i usually mix 1 cup of softener to 1 gallon of water this mix is cheaper than the store bought wallpaper removers and works just as good let the solution fully saturate the paper and gently scrape it off the wall
then full wash the glue residue with the same solution to remove the the leftover glue
after you have done all this wash with clean water
the most important thing is to remember to have patience
because it sometimes can be very stubborn to remove wallpapers and borders

Buy a liquid fabric softener in the supermarket. Make a gallon solution of half very hot water and half softener. Then using rubber gloves, get a big sponge and start washing the border with this solution. Keep washing and then wait 1 hour. Then try to peel off border. If still hard to remove, repeat again with softener solution. Then scrape off..It will be much easier to remove, believe me I used this way myself. I saw this trick on HGTV. Best of Luck

Wallpaper remover. The instructions are on the bottle. Just remember to score the paper, so that the remover gets under it. Very easy! Before painting, be sure to wipe the residue from the remover from the wall.

Would this be a wallpaper border? I would say steam. A small handheld steamer works good, but may take some time.

spray on a product called dif,you can get it at most paint stores and walmart.
