Not if you want to stay with real airplanes. I flew one of those ultra-light things one time. Bi-plane made up to look like the Red Baron's. Damned thing scared the phooey out of me. It most certainly did not fly like an airplane. Dangerous.

There is no such thing as budget aviation. It sounds to me( from your other posts) that you are looking for a $10,000 airplane that will cost zero to maintain. There really is no such creature, unless you want a really scary airplane and to cheat death every time you go up(more so then necessary)
If you want cheap flight, the only way to go is ultralights, microlights, powered parachutes,etc. I won't go near those things, but to each his own.
You can rent a plane, but if you fly 4 times a month at roughly $100 an hour, the rental rate you pay could be the monthly payment on an older airplane. Sure, you'd have to add in cost for insurance, tie down or hangar fees, and set aside some money for repairs and an eventual engine overhaul.
Again, there is no such thing as budget aviation, but if you really, really look around, you might find something that works.

oh yeah!!!!! there are lots of experimentals out there that are superbly built. There's Piper, beechcraft, Grumman. If you are looking for a really good airplane, often over looked but always loved by those who have them, have a look at the Piper tripacer, probably the cheapest four place airplane that you could get into. If that's not enough, there are lots of rebuildable aircraft out there where you could do most of the work yourself under the supervision of a licensed mechanic. I own an experimental that I bought almost 20 years ago, this is one tough little airplane. check this out.

You may consider renting.
Unless you fly over 100+ hours /year, in today's economy, it is more budget-wise to rent a plane from an club or FBO that is near your home.
