Yes, all dogs are red-green color blind, but that doesn't mean they see only shades of grey. It's primarily red that they can't see.

I saw a show on this not too long ago. They have mostly rods (black and white sensors) in their retinas, but they do have some cones (color sensors) as well. The show illustrated how they see. They do see color, but it looks different from how we see color--it was almost like looking at a photo negative, where you see the shapes clearly, but the colors look wrong. They do still see similar colors to ours, but they look washed out and just a little off. So red would be a washed out pink, etc.

Yes they are. All of them.
They show about the same color perception as most colorblind human beings, which suffer from red-green color blindness.

It is now believed that dogs can see colors, but not in the full spectrum as humans. For example, they can see yellow but not blue or green. Whatever the case, dogs of any breed are still the exact same species as every other breed, so any breed of dog would have the same scope of color vision.

Dogs are by nature colorblind. Studies have shown that they can see colors in dull shades of yellow and blue spectrums. Honestly, what a dog lacks in vision, they make up with their sense of smell.

Dogs can only see in black, white and shades of grey. I think they can learn to differentiate what shade is what colour or be trained to do so.
My son has colourblindness but he has learnt to tell which colour is which because it's a different shade. He has problems when the colours are mixed, he can't always differentiate between purple and brown.
