Mite i b reading the signals wrong?He used to look at me alot,his friend aswell.We'l greet eachother now &then,hes very observant,i caught him lookin @me-my hair,earrings..In my neck..My lips,then back into my eyes!I hardly see him coz i changed departments,i still think about him,sometimes i want to mail him to tel him i like him,but then he couldnt do anythin why shud i,i have my pride

If a guy is really into you, he will be the pursuer and ask you out. I wouldn't do anything about this guy. Let him come to you and try to win you over if he is interested.

if you like the guy and want to risk dating him first as friends with a view to romance. ask him out. the worst he can say is he is not interested.
if you want to wait for him to ask you, you could be waiting a life time guys as a rule do not pick up easily on the signals (body language) women put out.
it may be hard to do just say in an email to him. Hi, (his name) this is (your name), i've noticed you noticing me. i liked how you looked at me, i'm going out to (name a local bar etc where you like to go) tonight would you like to join me?
email me back so we can arrange a time to meet up.

(your name)

if he likes you and assuming he knows who you are and if he is single he will repy rather rapidly to something as cheesy as that message (i would). Especially if he does want to date you.
i'm sure you could word the message better than I have. but make sure to keep it casual or you could scare him off as he may be a shy guy and we do scare off easily.

if you really like him and he hasn't done anything about it *(then its cos he's shy or uniterested) then you should tell him, it has nothing to do with pride. ive told my exs that i like them b4 they told me.. pride is not the issue..love is.
