The Tattoo won't hurt your chances but the DUI might. Call and ask your local fire department or city hall and ask to talk to the fire chief. Ask him/her your questions.

Or if you are talking about for wild fire fighting services you'll need to talk to the company supervisor or outfit that would be teaching you those skills, and asking them.

Having a tattoo on your neck is not going to improve your chances for getting hired. They want someone who will convey a professional appearance. Many departments will make you cover your tattoos that are visible outside your uniform while on duty. And if the tattoo is offensive then your chances will be greatly diminished. I won't say they wouldn't hire you, but it might be enough for them to look at someone else for the position. As far as the DUI, that may be an automatic disqualification for the position because you are a liability for their insurance. You can never get your paramedic with a DUI and many departments want that within a certain time frame. Most departments have a Human Resources department that will be able to help you in getting any information that you need. And the family history shouldn't be a problem unless there are felonies or assault charges.

I doubt that the thing with your family ,or the tattoo matters. The DUI however may have some influence, depending on how many you had, and how long ago it happened.
