I watched a great special on PBS a couple of years ago about accents in America. They went all around the country interviewing people and it was amazing. It almost sounds like people are speaking a different language at times. So, I think most people have regional accents. The exceptions are usually people who speak more than one language. An accent usually stays with people years, even decades after they leave their place of birth. The reason they keep their accent is muscle memory. People who have learned to speak more than one language have retrained their muscle memory.

Every single person on Earth has an accent; it is impossible to have none, as you will have an accent for someone who comes from a different geographic region. The more isolated a community is, the more evident its accent is.

Everyone has an accent, The Queen included. Even an american accent is an inflection or local treatment of grammar.

I don't think there is a neutral accent, because to me, I don't have an accent, but to an Englishman, I have an American accent. It's an accent to everyone else, you know?
