My grandmother had no idea she was on the registration until she got a notice from the state saying her wages would be garnished because it hadn't been renewed.

because you sister probably had no credit so the dealer or the bank pretty much ran it under grandmas name. this is not right because your sister is not going to build credit if what i think is happening is.your sister should look into this further. make sure her name is on the title and especially the first name on the loan, so she gets credit for making her payments on time. also make sure she doesn't screw up grandmas good name by screwing up the payments either.it's up to you good luck.

There could be several reasons,
The bank might have insisted on both being on title so neither could sell it without the others knowledge and consent
Your grandmother might have wanted to have this same arrangement, after all what would she be left with if your sister sold the car and didn't pay off the loan...she's left with a debt
Your parents might have been the ones who felt it needed to be set up this way for the reasons I have just mentioned
It could also be for insurance purposes, perhaps it is easier to get insurance for the vehicle if one of the registered owners has had a license for several years (your grandmother does have one doesn't she?)

So as you can see there are many ways for this to go, is there some reason why you need to know?

when a person signs for a car, whether they're co/signer or main owner, they're both still considered "owners" of the car. One or the other will be responsible for the fees. So her name will automatically be on registration.

Because your g-ma cosigned the loan. Anyone on the loan is automatically listed on the registration.
