Hawaii is broken down into four counties. Each county has its own police force.
The Honolulu Police Department is located on the island of Oahu.
Maui County covers the islands of Maui, Molokai, and Lanai.
Kauai County covers the islands of Kauai and Niihau.
Hawaii County covers the island of Hawaii

There is no state police in several states. Some have what they call highway patrol. Highway patrol are organized at the state level, but are only tasked with traffic enforcement through the state. The true state police do not only traffic enforcement but can also do fish and game, narcotics and criminal investigations such as homicides.
Montana and Wyoming for example have highway patrol, Oregon and Idaho have state police.

Hawaii DOES have state police, however they are tasked with serving warrents, etc. Individual county police departments control everything else on the island (Traffc enforcement, etc.)

there is no need for them. the island police do just fine. it would be kinda silly to have a cop ride a ferry from island to island all day. the departments just work together so if the crimanal flees to another islant they would just call those cops and tell them to be waiting for the fugitive at the docks. those cops then arrest the man/woman after they reach the other island and send them back to the island where the crime was commited to be jailed and tooken to court.

Probably because there are no long highways, and the local island police were sufficient. In other words, because they didn't need one, so they never formed one.
