They are too lazy to use the "shift" key every once in a while.

Many reasons when you get to know people.
Some just need glasses, I'm a good example. I piss my woman off on Messenger sometimes and type in the smallest font size as I know she wear glasses.
Some are making a point, and, because we not see facial expressions or hear how they emphasize words, they use caps. I do "THIS" sometimes myself.
Some are Dyslexia and it help them read better, though they never say. I know a woman who is dyslexia and when we talk on messenger; I ALWAYS HAVE MY CAPS ON. ;-p
Many reasons, this just a few.

I got to tell you that I had to learn computer etiquette the hard way. Excuse those who don't realize they you take it as yelling.
I used to keep my caps lock on because it was easier for me at work, but had no idea it was wrong to communicate in caps.

CAPS straight through is annoying. Caps to emphasize something is okay.
