How do I find out the phone number of a landline if there is a bar preventing outgoing calls?

I am not the account holder so I don't want to call the phone company.

most of the time 958 will work.. if there is no outgoing service you wouldnt be able to use any of the toll free ANI numbers. like 866-my-ani-is

The operator should be able to connect you to a toll free number. Have her call an ANI number like 1-800-444-4444 or 1-866-MY-ANI-IS as already suggested.
