Drinking is part of life in Mexico. There is a store every two or three blocks that sells cerveza. Every Mexican housewife has her two or three quarts a day. A kid who can put money on the counter and say, "cerveza," can buy beer. I have been there (in the native district). I know first hand.

Although I do see some sarcasm in your questions, I will put in a few thoughts. My husband works with a guy who has been in the U.S. for about 20 years, green card holder (never understood why they allow it to go on so long before they tell them to make a decision!).
This guy's father was a police officer in Mexico City. He said it is so terribly corrupt down there, that is why he left. He said they have laws similar to ours, but people who have some money can buy their way out of trouble, for the poor, they have little chance. If a cop is on duty and has been told to make sure he collects his "fines" for the day, see's even a minor offense, you bet he'll stop that person and say "jail or money".
Now also understand that the elites who run things are mainly Spanish descent, and the poorer, more uneducated and obviously suppressed are the indigenous peoples, those with less money, and likely those who will spend the time in jail over the more "white" Mexican citizens.
As well this man said his own mother married at 14. So pretty close. There was an article I read once about a practise called "rapto", which to my understanding is the guy can "take" a girl he thinks is pretty, and usually has his way with her, this is considered to be "romantic". This practise has resulted in many girls at twelve or so getting pregnant. Look up the word on Google, you will find something about it.
Now, I want you to know, I am an ardent supporter of enforcement only, not because I am hard hearted, but because we cannot afford to support a corrupted countries poor and under/un-educated who have been raised with little morals, who live with a pack mentallity (only the fittest survive, i.e. gangs). We also cannot wait out the several generations it takes for millions of people to assimilate and become functional members of our society whom we can trust.
I do feel for these people, but they need to fight for themselves in their own country, if they are not inclined to do so, yet come here, this tells us all that it is because crossing our border illegally is the easy way out.

Same like here. But isn't part of our life. You the American love to go to Mexico to get drunk and behave like a Barbarian in my country. You do in my country something that you do here also but multiplied by the square root. What kind of idea you have of Mexico? What it is so much hate towards my country? Everything that sounds crazy, bad, dirty, outlaw has to be in Mexico. What about killing is considered part of life in the United States? Why Columbine? Why the killings at the mall? You the perfect American have a harder life than us. So next time when you want to express a opinion about my country, first read and understand the Mexican idiosyncrasy and then dare to give your opinion. In the U.S. there is so many drunk drivers, that just in January first my friend lost her daughter and son in law, they were killed by a drunk driver in Houston, so don't even go there!!

Drinking and driving is a FELONY in Mexico. And prison in Mexico is not a good time. I supose you could get a 12-yr-old if you wanted to, but jeez louise, isn't being married to your 14-yr-old niece enough?

No, drinking and driving are synonymous with New Mexico. That is why the Governor is cracking down. A girl in the US can get married at twelve.

I'm sure it is. Just like getting out of their car at a gas station and pi.ss.ing right by the door while they're wasted. I actually saw that, and believe me this cat was definitely a wet back.

Americans have the right to be angry when they are a victim of crime in the US by an illegal alien.

Illegal aliens do NOT have the right to be indignant when they're here illegally and something bad happens to them.
