They spring fully grown from all the gum dropped on the sidewalk.
Seriously, pigeons don't leave the nest until they're fully feathered and weaned. I HAVE seen baby pigeons and believe me, they're not cute as babies.

That is because babies do not leave the nest and pigeons built their nests high up on rooftops/trees etc.
Pigeons have only 1-2 babies at a time. If they lay more eggs, the babies will compete and usually only one (sometimes 2) survive. They grow very quickly, and look just like an adult within a couple weeks (I believe a month- month and a half). So if you are out in spring and see a pigeon that is smaller than the rest by a little bit- probably is a baby from that year. With in 2 months, they are the same size as the adult and can start breeding at 3.

Baby pigeons stay in the nest till they are old enough to fly and forage on their own. By that time they are almost as big as the adults and just look like slightly smaller adult pigeons.

Because they are cavity nester's most people don't ever have the opportunity to see them. When they leave the nest they are close to the same size as their parents. The only distinguishing difference is the fact that they are unable to fly or feed themselves. They can spend a shot time on the ground building their wing and breast muscles which enables them to get into the air. You can also tell by their facial features, babies have a ring of skin around their eyes and in some cases you can tell by their Ceres (nose) babies have a pale white or neutral colored Cere vs the chalky white Cere their parents have.

Pigeons do have babies but when they can fly they are almost adult size... Doves are the same way.
