In the Philippines, I believe the 5 most important words / phrases foreigners should know:

1. Salamat = Thank you!
2. Magkaano = How much
3. Saan = where
4. Ayaw ko = I don't like (to) / I don't want (to)
5. Saklolo = Help

You should never go anywhere without knowing how to say these 5 things. It's even better if you can understand the answers you will recieve, but pointing and gesturing goes a long way.

Looking at other peoples answers, it seems ridiculous to think it's important to know how to ask in a foreign language "do you speak English?". The answer will be self-evident whatever language you ask it in.

* numbers 0 through 10 (I'm counting that as a phrase, even though they are used seperately)
* please (this can be used along with hand gestures to get just about anything, and can also be used as a thankyou of sorts in many cultures)
* do you speak [insert native language here]? (used to find someone able to communicate with you in your own language)

As a bare minimum, that's all you need. Oh, and carry a little pad of paper and a pencil - pictures are worth 1000 words!

Where is the restroom?
How much does that cost?
Do you know where the ______ hotel is?
Do you Speak (your native tongue)

SPANISH:
Donde esta la Embajada de _______?
Donde esta el Baño?
Cuanto cuesta?
Sabe donde esta el hotel ______?
Habla usted _______?

FRENCH:
Ou est la ambassade ________?
Ou est le salle de ban?
Combien Coute?
Ou est l'hotel ______?
Vous parle _______?
